Andrea Rossi has been making some more comments about how he intends to roll out the E-Cat SK Leonardo. In contrast with the presentation he made early this year where he himself spoke about the E-Cat SK and showed a prerecorded video, this time it sounds like he intends to let a third party examine the E-Cat, perform tests with it, and publish/present information about it.
Here are some comments he has made about this testing and presentation (emphasis added):

Stefano G.:
For many reasond the certification of efficiency has been decided by an entity that is specialized to test the efficiency of this kind of things. They are specialists and as far as I am concerned they can do what they want.To measure the Ecat SK Leonardo is very simple: no energy enters, electricity and heat exit. To measure the Wh through a load is simple, to measure the Joules at the input and the output of a heat exchanger is well known.

The certifications of the efficiency made by the entity that will make the test on the Ecat SK Leonardo.
Should be completed within January.

Karl Wieslander:
A so stupid and insulting comment comes obviously from a troll.
Usually I spam the rock and troll music, but this I wanted to publish for a more general issue: the Entity that will make the performance certification will have access to the black box, to verify what it contains for safety reasons. They will not have know how information about the connections and the logic of the control system.
So, in this case from a troll’s comment has been born a useful information, therefore I am publishing it.

It is not necessary, but we want that the presentation is corroborated by a performance certification made by independent experts. This presentation will be strong and global and I want not to base it on my declaration, due to the importance of the issue. It is not necessary, but I want it.
Warm regards,
A.R.
I think it’s clear here that Rossi understands that the claims he is making about the E-Cat SKL are very bold and hard to believe based on known science and technology, and for this reason, in order for him to be taken seriously, he has to let a third party verify what he is claiming. I would also think that any business partners he may have would see this kind of verification as a necessary step for commercial acceptance.
In terms of access to the inner workings of the SKL, Rossi seems to be happy to let the verifiers physically inspect the device to their hearts content, but not give them the secrets of the control system which is apparently the key to making the SKL work.
So far the timing of the presentation has not been announced. Yesterday Rossi stated that the work of the verifiers would take place in January, and based on how long it takes them to complete their work, it may be necessary to move the presentation to February.
