There has been a lot of discussion here and elsewhere about the revolutionary nature of the latest version of the E-Cat as claimed by Andrea Rossi.
He is saying that the E-Cat SK Leonardo is a small box, about the size of a Rubik’s Cube, which can sit and put out hundreds, if not thousands of Watts of electricity for months on end without the need for refueling or recharging.
Based on all human experience with technology to date, it does sound unbelievable, and the claim of ‘too good to be true’ is one that I am sure will go through many people’s minds when they hear about it.
How does he get around this natural resistance to his claim? Will people believe what he is saying, based on his word alone? For most people, I think the answer is no, and Rossi and his team understand that.
So the approach he has decided on is to get some outside organization to test out the E-Cat SKL and report their findings. I asked Rossi about this on the Journal of Nuclear Physics.

Dear Andrea,There is a saying, “If something sounds too good to be true, it probably is.” To many, what you claim regarding the SKL sounds too good to be true.
A lot is resting on the verification of your technology, and I think independent corroboration of your claims by the verifying entity will be very important in terms of convincing the wider world of the validity your technology.
1. Is the verifying entity independent of Leonardo Corp and any business partners you have?
2. Will the report made by the verifying entity be made public to the world?
3. Will the report include images and video of the SKL?
4. Will the verifying entity participate in your presentation?

Rossi has made the decision to do another public presentation instead of a more stealth-style launch. He has said he wants it to be ‘strong and global.’ In order for this to work, the identity of the validating party is going to be important. If Rossi and his team want the E-Cat SKL is to be taken seriously by a wide audience, people will need to be convinced that that those doing the testing are capable, trustworthy and independent. Rossi has said previously that this group “is specialized to test the efficiency of this kind of things.”
