It is not very often that we hear from Andrea Rossi about who he is working with, so this comment was somewhat interesting and a bit surprising.
He was responding to this comment on the Journal of Nuclear Physics:

Dear Mr. Rossi,
i do not trust in big oil. They will not embrace your invention and stop or baffle the progress.
Therefore, please consider to respond to especially chinese (peoples republic) politicians and ambassador. Invide them before the representation in Nov., show them what you have already achieved, take action to find big chinese partners to achieve a fabrication in China parallel to a fabrication in EU/USA.
Best regards
Michael

Michael:
I am strongly indebted with the USA. Without the US branch of my Team I’d never achieve the results of today. I am working well also with Chinese, as well as with Europeans, though.
Warm Regards,
A.R.
Having USA and European connections is not surprising, but I hadn’t seen any previous comment on the JONP about working with Chinese. He never gives specifics regarding who his partners are, or what they do, so it is not possible to know in what capacity they might be involved, but it is well known that a lot of outsourced manufacturing for companies all over the world is done in China, and Rossi may have such arrangements in place for certain components.
If E-Cat products do come on the market, I am sure the demand in China will be very strong, so it would make sense for Rossi to want to have a presence there, and maybe that is one reason he is working there.
