E-Cat news has been fairly lately. Andrea Rossi wrote at the beginning of September that it would be a month when “crucial” testing would take place. He has also stated that an update would be provided at the beginning of October, and we are now on the last day of September.
One point of interest is that yesterday on the Journal of Nuclear Physics a suggestion was made about a high-voltage E-Cat:

@Steven Nicholes Karels- Best thing than all would be an Ecat system at 20/22 kV to send electricity to intermediate power line stations.
Best,

Exactly; the partner of our global licensee is working also that way,

Rossi has said that Leonardo Corporation’s global licensee has a partner that is in the electric generation business, and would be using E-Cats to provide electricity to the grid. From Rossi’s comment here, it sounds to me like the global licensee could be focusing on making high-powered E-Cat for that purpose.
A couple of other JONP readers asked Rossi about that today, asking whether this might put those who placed early pre-orders for domestic E-Cats at a low priority. Rossi’s response to both questions was: “This decision will not depend on me”. This is a typical Rossi response to issues that he has no control over.
It seems clear that the license agreement between Leonardo Corporation and the global licensee has put the licensee in charge of all commercial strategy which includes manufacturing and sales. We don’t know what their priorities are, but I am hoping that those who have already placed pre-orders will not be put to the end of the order queue.
