The topic of transmutations in LENR systems one that occurs very often. And it was a major discussion point in earlier versions of the E-Cat, such as the one used in the testing done at 2014 Lugano report where isotopic shifts were reported following analysis of the fuel and ash. From what Rossi reports here, there are no transmutations in the current version of the E-Cat (NGU).
I think this is perhaps on of the reasons why Andrea Rossi no longer considers his technology to be LENR (low energy nuclear reactions). It seems like he is now doing something very different from his earlier technology.
