He is referring here, I believe, to high voltage E-Cats that are intended to be used be used to provide electricity to the grid. I am interested to learn that they have created 15 of these units so far, which would equal 7.5 kW in total. I believe the grid-feeding plants are going to be 1 MW is power. I am not sure if these will be standard sizes, or if they are just experimenting with them so far.
