The page has an order form that you can fill out to get a quote for a kit. Kits are manufactured in Thailand, and they say that they can be shipped to anywhere in the world.
According to the website, the Thunderstorm Generator transforms emissions from normal combustion engines into oxygen, providing a reduction in Carbon Dioxide (CO2) of 99.65%, Carbon Monoxide (CO) of 98%, and Sulfur Dioxide (SO2) of 84.8%.
They claim that plasmoids are formed through cavitation bubbles in water, and these plasmoids re-enter the engine, improving efficiency and cutting fuel use.
There is a video that gives instructions about how to modify an engine to incorporate the Thunderstorm Generator.
There is a significant amount of work and technical skill to do that, but for skilled mechanics with the right equipment it does not seem too difficult.
