It appears that commercial E-Cat generation has begun, in a very quiet manner.
Here is a question and answer from the Journal of Nuclear Physics yesterday:

Dr Rossi:
Are any customers yet using energy generated by the Ecats your licensee has been manufacturing?

Yes,

Andrea Rossi said recently that his global licensee continues to manufacture 100 W E-Cat modules which are assembled in large plants.
Here is a Q&A about this:

Dr. Rossi –
what is the current nature of the manufacturing – are ecats made continuously or in batches – how many 100w modules a made daily – hundreds, thousends, millions? Is your global partner actively expanding manufacturing capacity towards”giga factories” already? When will you be able to produce – let`s say – 1 million 100w units per day?
Kind regardsAndrea Rossi

Manufacturing assemblies. The other questions will be answered after the public presentation of the products,

So, as is typical with the E-Cat, we know very little about what is going on. Due to the nature of the partnership, and confidentiality agreements in place, Rossi is not at liberty to say much at all about the situation, so it will take a public disclosure on the part of Rossi’s licensee to clear up much of the mystery surrounding things.
There is no independent confirmation at this point. But the way I read things, somewhere on the planet, E-Cat power is at work, producing useful energy to a customer.
