The idea that Vacuum is structured and that can be exploited to localize energy extracted from the environment needs a definition of this structure and its relation with energy and matter.
The first step starts recognizing the electromagnetic potentials as the “Vacuum structure” and consequently as the fundamental entities of the physical reality.
The second one requires an encoding of their relations with both the energy density and the energy flux in the space-time continuum.

Rossi’s response here is a direct quotation from section four of the paper cited above. I have tried to find other key parts of this section to get to the heart of what Rossi is proposing. Here are some more quotes from that section of the paper:

This is all very dense to me, and difficult to process given my lack of background in physics, but the core of what Rossi seems to be saying is that he believes that the vacuum is very fabric of space, and that it is made up of electromagnetic potential which can yield energy in the form of a field if it is stimulated in a certain way.
